An AI agent can answer the basic e-invoice questions Malaysian customers send on WhatsApp, such as what an e-invoice is, whether it applies to them and what details you need from them, as long as it quotes only LHDN's published guidance. Tax advice and case-by-case questions go to your accounts team or your tax adviser.
- E-invoice questions repeat, so a short approved answer library saves your accounts team daily time.
- LHDN's FAQ describes an e-Invoice as a structured XML or JSON file, not a PDF or image.
- Implementation is phased by turnover, with taxpayers below RM3 million exempt unless an exception applies, according to the LHDN FAQ.
- When a buyer asks for an e-invoice, the buyer must share their details with the supplier.
- The AI should quote LHDN wording and link to LHDN, and never improvise a tax opinion.
- Anything about a specific business's liability, penalties or exemption status is a question for a qualified human.
Why are customers asking businesses about e-invoice on WhatsApp?
Customers ask about e-invoice on WhatsApp because they have heard they need one, they want a document for their own accounts, or their accountant has told them to request it. The question reaches whoever answers the phone, which is rarely a tax expert.
A typical message is 'Boleh issue e-invoice?' or 'Do I need to give you my TIN?' A shop owner or sales executive may not know the answer, and the guess can go wrong. This is a good job for an AI agent that is told exactly what it may say, and no more.
This article keeps strictly to what the Inland Revenue Board (LHDN) has published in its e-Invoice FAQ, updated on 4 September 2026, and its e-Invoice page. We have not added anything from outside those documents. Rules and thresholds can change, so always check LHDN's current pages.
What is an e-invoice, according to LHDN?
According to LHDN's FAQ, an e-Invoice is a digital representation of a transaction between a supplier and a buyer, in a structured, machine-readable format. It is a file in XML or JSON format specified by the Inland Revenue Board of Malaysia (IRBM), and not a PDF or JPG.
That one point answers a very common confusion. A PDF invoice sent by email or WhatsApp is not itself the e-invoice described in the FAQ. The e-invoice is the structured file that goes through the system, and the FAQ explains that taxpayers can send it using the MyInvois Portal, the API, or both.
You can read the source in the LHDN e-Invoice FAQs and on the LHDN e-Invoice page.
Who has to issue an e-invoice?
The FAQ says all taxpayers undertaking commercial activities in Malaysia must issue e-invoices, implemented in phases by annual turnover or revenue, and that no industries are exempted. Certain persons and types of income and expense are exempted under the Guideline.
The FAQ lists these phase dates for targeted taxpayers.
| Annual turnover or revenue | Implementation date (per LHDN FAQ) |
|---|---|
| More than RM100 million | 1 August 2024 |
| More than RM25 million and up to RM100 million | 1 January 2025 |
| More than RM5 million and up to RM25 million | 1 July 2025 |
| Up to RM5 million | 1 January 2026 |
The FAQ also covers a separate exemption, which is the next section. A business that is unsure which row it falls in, or whether it is exempt, should ask its accountant or LHDN. The AI should not decide.
What does the RM3 million exemption mean?
The FAQ states that the Government of Malaysia has exempted taxpayers with annual turnover or revenue below RM3 million from issuing e-Invoice, and that this applies to all categories of taxpayers such as individuals, partnerships, companies and cooperatives. LHDN also issued a media statement on the threshold on 30 August 2026, linked in our sources.
There are exceptions. According to the FAQ, the exemption does not apply to a taxpayer that has a non-individual shareholder with turnover or revenue of at least RM3 million, is a subsidiary of a holding company with turnover or revenue of at least RM3 million, or has a related company or joint venture with turnover or revenue of at least RM3 million.
This is why the AI must be careful. A customer saying 'my company is small, so I am exempt, right?' may be wrong because of who owns it. The correct reply is to point to LHDN's wording and suggest confirming with an accountant.
What do customers need to give us when they want an e-invoice?
According to the FAQ, where a buyer requests an e-Invoice, the buyer is required to share their details with the supplier for the purpose of issuing it. For individuals, the FAQ says to use a TIN with the prefix 'IG'. For foreign buyers who are not TIN holders, the supplier obtains the buyer's details from them.
That gives your agent a safe, useful job: collect the details your accounts team needs, in the format your team specifies, and pass them on. The agent should not say what the law requires beyond the FAQ.
What the conversation looks like
Hi, boleh issue e-invoice untuk order tadi? Syarikat saya nak claim
Illustrative example.
The agent did two safe things. It collected details for the accounts team, and it refused to give a view on obligation, pointing to LHDN.

How do consolidated e-invoices and timing work?
The FAQ says there is no specific requirement on the timing of e-Invoice issuance in general, consistent with current invoicing practices, except in certain cases. For a consolidated e-Invoice, suppliers must issue it within seven calendar days after the month end.
It also says a supplier may issue a consolidated e-Invoice for transactions where the buyer has not requested an e-Invoice, whether business-to-business, business-to-consumer or business-to-government, except for transactions listed in a specific section of the Specific Guideline. That is why a retailer can serve customers who ask for an e-invoice and still handle those who do not.
The AI should not calculate your deadlines. It can explain, in these words, that consolidated e-invoices exist, and let your accounts team handle the process.
What happens after an e-invoice is submitted?
According to the FAQ, IRBM validates e-Invoices in near real time, generally in less than two seconds, and assigns a Unique Identifier Number to each validated e-Invoice. The supplier's own invoice number stays as a separate field for internal reference.
For sharing, the FAQ says that until further notice IRBM allows taxpayers to share either the validated e-Invoice or a visual representation of it, or both, and the visual representation may follow current practice provided the QR code is embedded accordingly.
On mistakes, the FAQ says the supplier would need to cancel the e-Invoice within 72 hours from the time of validation, and any change after 72 hours would need a new document. The FAQ describes cancelling and reissuing within the 72-hour window and adjustments through other documents after it.
Who is responsible if a third party handles our e-invoices?
The FAQ states that responsibility to comply remains with the company, even if a third-party service provider or representative manages its e-Invoice obligations, and that for a company the responsibility rests with its director under the Income Tax Act 1967.
This matters when you add an AI agent to your customer chats. The AI is not an e-Invoice system and it does not take over compliance. It answers basic questions and gathers details, while your company and your accountant remain responsible.
How should you set up the AI answer library?
You set it up as a short library of approved answers, each tied to a LHDN source, with a clear rule about what happens when a question falls outside it. Keep the library small.
| Customer question | AI may say | AI must hand over |
|---|---|---|
| What is an e-invoice? | LHDN's definition, XML or JSON, not PDF | No |
| Can you issue me one? | Yes or no as per your policy, and what details are needed | If your policy is unclear |
| Is my company required? | That LHDN has phases and an exemption below RM3 million with exceptions, and the link | Yes, any decision about a specific company |
| What is a TIN? | That buyers share details for issuance, and that individuals use TIN with prefix IG, per the FAQ | How to apply or retrieve one: point to LHDN |
| I made a mistake on the order | That the FAQ describes cancellation within 72 hours of validation | Yes, your accounts team acts |
| Will I be penalised? | Nothing | Always |
Add a date to every answer, such as 'per LHDN FAQ updated 4 September 2026', and review the library whenever LHDN updates its pages. Our existing guide to MyInvois and e-Invoice for SMEs on WhatsApp approaches the same topic for business owners.
What are the limits of using AI for tax questions?
The limits are simple: the AI explains published rules and collects details, and it does not give a tax opinion. A wrong answer about a legal obligation is worse than no answer.
- No guesses about penalties, deadlines for a specific case or exemptions.
- No claims that your system is 'e-invoice ready' unless your accounts team confirms it.
- No collecting TINs or company numbers beyond what your accounts team requested.
- A visible route to a human for every tax question.
Customer details are personal data. Handle them as the PDPA requires.
How would a ChatsHero AI Agent Office handle e-invoice questions?
ChatsHero, a Malaysian AI agent platform, builds an AI Agent Office from your own answer library. A receptionist agent answers the basic questions from your approved text. A records agent collects the buyer details your accounts team asks for and tags the chat. Human handover passes anything about a specific company's obligations to your accounts team.
